Position Overview

Infrastructure and Health Support Services, a division of Canberra Health Services, are responsible for:

  • Capital Project Delivery.
  • Facilities Management.
  • Minor Works Team and Off-Site Maintenance.

The Business Operations Team ensures best practice contract management principles during the operational phases of our commercial contracts. All contract management activity undertaken by the team will align under the foundation pillars of the contract management framework, developed to directly support CHS’ Corporate Strategy Plan.

University of Canberra Hospital Facilities Maintenance (UCH FM) is a section which manages both outsourced and in-house facilities management and maintenance services to UCH. Ten distinct service lines are provided by head contractor BGIS under the UCH FM Contract, delivering a people-centred physical environment and support services that promote patient recovery and the wellbeing of all facility stakeholders.

Domestic and Environmental Services (DES) manages the contracts providing cleaning, clinical waste streams and linen services to Canberra Hospital and extended CHS sites. Together, DES and UCH FM form part of the combined Commercial Contract Management unit within Business Operations Division.

Duties

Under limited direction of the Assistant Director/ Director, Commercial Contract Management you will be responsible for delivering the smooth integration, and ongoing contract administration for both UCH FM and DE&S.This position is responsible for supporting the management of Commercial Contracts such as BGIS, ISS, Clinical Waste and Capital Linen Services. The Contract Administrator and Contract Management Officer will provide administrative support in the management of performance-based contracts and other facilities management services.

The key duties and responsibilities include:

  1. Monitor contractor performance and maintain internal/external stakeholder relationships to achieve contract outcomes.
  2. Manage the day-to-day operation of the applicable contracts and services.
  3. Prepare contract variation documents and procurement related to Commercial Contracts management in accordance with procurement guidelines.
  4. Undertake financial management activities that include the processing of invoices, journals, and performance reporting in accordance with finance guidelines.
  5. Drafting and/or finalizing a range of reports that may include but not be limited to KPI’s, Riskman incidents & consumer feedback and high-level correspondence such as Briefs or Ministerial.
  6. Gather, research, analyze and record quantitative data to support the measurement of commercial contract and project deliverables.
  7. Manage projects within the area of Commercial Contracts responsibility.
  8. Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

Position Requirements / Qualifications

Mandatory

  • Contract administration experience.
  • Relevant accounting or financial management qualifications, or equivalent experience.
  • CHS is leading the drive to digitally transform health service delivery in Australia through the implementation of a territory wide Digital Health Record. Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates and contingencies.

Desirable

  • Have an understanding of how the National Safety and Quality Health Service (NSQHS) indicators align with this role.
  • Fulfil the responsibilities of this role in alignment to the CHS Exceptional Care Framework, Clinical Governance Framework, Partnering With Consumers Framework and all other related frameworks.

Please note prior to commencement successful candidates will be required to:

  • Undergo a pre-employment National Police Check.

What you require (key selection criteria)

  1. Proven knowledge and demonstrated experience in contract administration and procurement activities that include alignment to legislative regulations and policies
  2. Proven experience in financial management, including experience delivering and analysing financial reports to inform business decision making.
  3. Demonstrated ability to manage projects that includes the establishment of project objectives, timelines, communication plans and alignment to the CHS policy and legislation framework.
  4. A proven ability to utilize effective communication and interpersonal skills to maintain stakeholder relationships and achieve admin support outcomes.
  5. Demonstrates a commitment to work, health and safety (WH&S) and the positive patient experience and displays behaviour consistent with Canberra Health Services values of Reliable, Progressive, Respectful and Kind.
